Case analysis
An analysis of the case of 2016-17 dengue outbreak in Malaysia indicated significant failures in respect to Mosquito Control, delayed level of interventions by the community and challenges in managing the outbreak leading to a widespread increase of dengue infections. The stakeholders involved in the crisis are the Malaysian Ministry of Health (MOH), local Health authorities, healthcare workers, municipal councils and affected communities. The outcome of the crisis was a significant widespread dengue case which necessitated the need for stronger control measures and public awareness campaigns to manage such issues effectively.
Ethical and legal analysis
The ethical principles of beneficence is followed which is evident from the treatment and outbreak response effort in order to control the spread. However the nonmaleficence ethical principle seems to be violated because the control measures were heavily delayed leading to a significant increase in the risk to the public. The ethical principle of accountability requires authorities to take timely preventive action in such a crisis situation.

The issues in relation to infection prevention and control that have contributed towards the incident are poor environmental sanitation, inadequate vector control, delayed case detection and insufficient participation within the community. The prevention of this incident could have been achieved by way of earlier mosquito breeding site elimination, stronger surveillance system and public education campaigns.
